At typical cosmetic concentrations (up to 1%) benzyl alcohol is generally well tolerated. However, it is listed under EU CosIng Annex III (entry 45, restricted to 1% in finished products) and Annex V (entry 34, as a preservative up to 1%). It is also one of the 26 EU-regulated fragrance allergens and must be declared on labels above 0.001% in leave-on products or 0.01% in rinse-off products. In high concentrations it can cause irritation and contact dermatitis.
