Rice starch is well tolerated by most skin types, including sensitive skin. The CIR Expert Panel (Cosmetic Ingredient Review) concluded it is safe in current practices of use. Rice-derived ingredients are generally considered non-allergenic; rare reactions have been linked to raw rice proteins, not cosmetic-grade processed starch. No EU Annex II or III restrictions apply.
Rice starch has no photosensitising properties. No increased sun sensitivity is expected from topical use, and no special SPF precautions are required based on its presence in a formulation.
Rice starch is considered safe for topical use during pregnancy and breastfeeding. Motherfigure classifies it as 'limited data suggests no known risk.' The CIR Expert Panel found no reproductive or developmental concerns. As a plant-derived starch with minimal dermal absorption, systemic exposure is negligible.
